MQA Annual Report 2021-2022

Executive Summary MQA, working in conjunction with 22 boards and four councils, licenses and regulates more than 40 health care professions and 10 unique facility types. MQA evaluates the credentials of all applicants for licensure, issues licenses, analyzes and investigates complaints, inspects facilities, assists in prosecuting practice act violations, combats unlicensed activity, and provides credentials and discipline history about licensees to the public. As required by section 456.026, Florida Statutes, this 2021-2022 Annual Report includes data on current and projected cash balances and adequacy of fees, administrative complaints, and disciplinary actions, as well as long-range policy plans. ■ During the 2021-2022 fiscal year, the total number of licenses issued increased by over 11% to 134,497. ■ The number of licensed facilities and establishments decreased by 3% to 23,392. The majority of this decrease is attributed to dental laboratories, massage establishments and pain management clinics, whereas the number of optical establishments and pharmacies stayed relatively constant. ■ Over the 2021-2022 fiscal year, there was a 6% increase in administrative complaints filed. ■ In the criminal component of MQA’s enforcement work, the number of unlicensed activity complaints received increased by 45%, from 732 to 1,064. ■ There was a 58% increase in the number of unlicensed activity cases investigated when compared to the 2020-2021 fiscal year. MQA’s long-range plan and monitoring measures are captured in its balanced scorecard. It is revised annually, as required by statute, with input from boards and councils. MQA is committed to keeping administrative costs low by reviewing the trust fund’s adequacy to keep Florida’s health care industry prosperous. During the 2021-2022 fiscal year, the MQA trust fund maintained a sufficient cash balance from recurring revenues to cover existing recurring expenditures.
